Promoting the development of the agricultural and rural digital economy

The National Digital Transformation Program, promulgated by the Prime Minister in 2020, has identified agriculture as one of the eight priority areas for implementation to promote economic growth and development in agriculture and rural areas. Following the direction of the Government and Prime Minister, on July 21, 2021, the Ministry of Information and Communications issued Decision 1034/QD-BTTTT on Support to put agricultural production households on the e-commerce platform, promoting the development of digital economy in agriculture and rural areas.

Decision 1034/QD-BTTTT of the Ministry of Information and Communications is to promote the consumption and promotion of agricultural products through the electronic trading floor; Contributing to promoting the development of digital economy in agriculture and rural areas; Putting agricultural production households, business households and cooperatives on the e-commerce platform; Provide useful information; input products for agricultural production households, business households and cooperatives.

The plan is required to be implemented drastically; Close and synchronized coordination between central agencies, localities, e-commerce floors, organizations/enterprises; Do well the communication and information on all media: newspapers, television stations, grassroots information, external information, social networks, messages (in case of necessity)…

The program has 3 main contents: Support to put agricultural production households on the e-commerce platform; Support to promote the consumption of agricultural products; Providing information and input materials for production and business.

Regarding the support to put agricultural production households on the e-commerce platform, the Program will guide and train digital skills, skills to participate in activities in the digital environment; Instructions for registering an account to put agricultural products on the e-commerce platform; Instructions for registering an online payment account for transactions on e-commerce platforms; Instructions for carrying out the packaging – connection – delivery process.

Regarding support to promote the consumption of agricultural products, the program will promote and introduce products; Expand consumption of agricultural products through new and modern distribution channels, through digital platforms; Promote fast consumption, avoid congestion and avoid being pressured by traders; Support product association with brand, quality assurance; Bringing products to the world quickly.

Regarding the provision of information and input materials for production and business, the Program provides useful information on market forecasts, demand, and prices; Supplying branded products, raw materials and inputs, ensuring quality and suitable to the needs of agricultural production households; There are preferential policies for agricultural production households when buying products and input materials on the e-commerce platform.

At the conference, Mr. Nguyen Trong Duong, Deputy Director General in charge of Enterprise Management Department, Ministry of Information and Communications, said that developing the agricultural digital economy is about exploring the market, putting agricultural production households on the e-commerce platform by digital technology; Applying digital technology to change agricultural production methods, forming a digital economy in the agricultural sector, towards a comprehensive college in the field of Agriculture – Rural.

Implementing the orientation of the Ministry of Information and Communications and directing the People’s Committee of Lang Son province on the development of the digital economy in agriculture and rural areas, Mr. Nguyen Khac Lich, Director of the Department of Information and Communications of Lang Son, said that the Department of Information and Communications coordinated with the Department of Industry and Trade and the Department of Agriculture and Rural Development. Districts, communes, villages and hamlets develop digital stores and electronic payment accounts for households with the goal of buying and selling products, especially building a brand for each household. , to personalize the needs of buyers, like sellers, there are many people in Hanoi who just want to buy Na from a family in Chi Lang, Lang Son because that house grows Na on limestone mountains, grown according to VIETGAP standards. The Department also suggested that Voso and Postrmart exchanges regularly modify and upgrade technology to match the reality in Lang Son. Prepare basic steps for Postmart and Voso digital platforms to follow the direction of the Ministry of Information and Communications.

Director of Lang Son Department of Information and Communications said that from June 17 to June 30, the Department has tested the implementation of digital stores in 1 commune and 1 town. Before June 17, there were more than 200 digital stores, 15 days more than 1000 increased 5 times. From July 1 to July 15, the Department evaluates and makes plans. On July 20, the Department held a launch ceremony to simultaneously deploy 5/10 districts, with the target of reaching 45,000 digital stores / 90,000 households, 45,000 accounts/e-wallets, complying with the policy of the Ministry of Information and Communications. .

The Department implements the oil slick strategy along with the leading strategy. Accordingly, as of August 10, there were 4,445 booths, the number of e-wallets/e-payment accounts was 2,971, the number of orders was 2,759 orders, 3,500 types of products, the total revenue was 518,966,000 VND.

Mr. Nguyen Khac Lich also suggested that ministries, branches and localities deal with the problem of breaking the shipping process to the hands of buyers for large markets that are being separated according to Directive 16 because there are now digital stores with words 82-100 orders/day, with output of 500 kg/day, 4 days is 2.2 tons. From August 3, the chain was broken, many orders came down to Hanoi, could not be delivered to buyers, after 48 hours it was broken, then problems in the compensation process, people were confused, the output immediately fell sharply.

At the conference, Mr. Nguyen Quoc Toan, Director of the Department of Agricultural Products Processing and Market Development, Ministry of Agriculture and Rural Development, said that Minister Le Minh Hoan had established a Steering Committee for Agricultural Colleges and directed the establishment of a Steering Committee for a the number of commodity groups headed by the Minister. The Minister of Agriculture and Rural Development is directing the College of Agriculture from a manufacturing industry to an agricultural economy, especially encouraging the promotion of the digital economy to each farmer, especially taking the farmer as the cross-cutting subject of regeneration. agricultural structure.

Regarding microfinance support, Mr. Nguyen Quoc Toan said, it is difficult for farmers to bring collateral at credit institutions because their assets are not much. With microfinance support, farmers will be completely confident to work with traders. More than 8000 commune Cultural Post Offices can be studied to solve microfinance for people at a flexible level like 20 – 30 million VND.

Speaking at the conference, Deputy Minister of Information and Communications Pham Anh Tuan said that, implementing Decision 1034/QD-BTTTT, the Ministry of Information and Communications focused on putting farmers’ production on the e-commerce platform through two floors of BDVN. The Deputy Minister directed the provincial Departments of Information and Communications to advise the province to coordinate with the Department of Agriculture and Rural Development, the Department of Industry and Trade, and two postal enterprises to develop a detailed implementation plan for the province right in August.

Vietnam Post and Viettel Post have detailed participation plans based on the Ministry’s framework plan to ensure efficient deployment of resources to quickly bring farmers to the floor according to a common standard.
